From the Dashboard, click on the "New Post" link:

Give your post a descriptive title, then write the body of your post in the text box:

When you're done writing, click the orange "Publish Post" button. If all goes well, Blogger will tell you that your post has been published successfully:

Click "View Blog" to see how your blog looks to others on the internet.
